Established years ago and formerly known as "Chinese Student Association," the organization underwent a name change in 2001 after a vote with the majority of members in favor of the name change. A second vote was then held immediately after the name change to decide for the new name of the club; the name "Taiwan Culture and Student Association" was chosen so that non-UNR students can participate in activities promoted by the club.

        Due to the circumstance, the university does not recognize TCSA as a club, and no fund was recieved from the university. Fortunately, with the help of some members and the Taipei Economic and Cultural Office in San Francisco, the club was able to function as an effective organization.

        TCSA is dedicated to two goals, one is to enhance the interaction among the Taiwanese students and local Taiwanese resident; the other is to introduce Taiwan and Taiwanese culture to the world. To accomplish these two goals, TCSA organizes activities during festivals and holidays, and regularly participate in international activities organized by the University. TCSA has been organizing the Flag Ceremony and Mid-Autumn Festival in 2003 and 2004, and participated in the Night of All Nations since 1999; the organization also organizes BBQs and one-day trips for members to get to know each other.
